National Level Dialogue on Adaptive Social Protection and Just Transition

The “National Level Dialogue on Adaptive Social Protection (ASP) and Just Transition (JT)” was held on December 28, 2024, focusing on fostering inclusive growth and climate resilience in Bangladesh. The event highlighted the need to integrate social protection frameworks with climate adaptation and low-carbon development strategies. Presentations and discussions underscored key challenges, including limited coverage (only 28% of the population benefits), insufficient financial support, and poor targeting mechanisms in social protection programs. Participants also emphasized the risks of unemployment from automation and the fragmented delivery systems that hinder program effectiveness.

The dialogue identified the need to align ASP and JT initiatives with national plans, such as the National Adaptation Plan (NAP) and Mujib Prosperity Plan, to ensure coherence. Recommendations included improving data collection, strengthening policy coordination, enhancing stakeholder collaboration, and addressing gender equality. Key proposals involved expanding sectoral inclusion to fisheries and household workers, increasing renewable energy adoption, and implementing structured upskilling programs to secure workers’ jobs amid technological changes.

To address these challenges, 38 recommendations were proposed, including centralized decision-making, enhanced monitoring and evaluation, and increased transparency in financial processes. The dialogue concluded with a call for stronger collaboration among stakeholders, emphasizing the importance of a unified approach to realizing the potential of ASP and JT for sustainable and inclusive development in Bangladesh.
